Duplicate frames does work well though for "visually" smoothing things regardless of the numbers you see. PSP emulation is for the most part very light which might give you false impression that RPi is good enough for it, but not really all that easy to emulate many of it's weird effects which on Pi(to be exact on it's gpu) will either not work at all or perform horribly forcing you to disable those effects or even not being able to play some harder to emulate titles. It got popular among emulation casuals due to emulators of older/easier to emulate consoles and ability to make cheap DIY handhelds from. Personally I'd recommend to just switch to more modern/gaming hardware which RP definitely isn't and never will be. You can do what some awful frontend does and just run PPSSPP unthrottled and limit frames externally to exactly whatever you desire, you'd still might want to use duplicate frames to 60 option through, in 30 fps games it'll still flip twice as many times which would mean shorter time between each, if you'd get some stutter, it should reduce it to half making it less noticeable.
